My friend has to pay $75 a month for her daughter to attend all day kindergaten in a public school. They said because she is above average she has to pay.

NO!! This is PUBLIC school, it is FREE for ALL students! Ask the school for their written policy that states they have to pay.
Send this policy to the state dept of education and ask if this policy is correct. If it is, ask them why.
Public school is free. Period. Some Kindergartens are full day and some are half. You don’t pay a fee because it’s full day. You don’t pay if your child is advanced. It’s all free. The only thing I can think of that she may be talking about is extended care. Most school systems offer SAC (school after care) programs that you must pay for. But it’s not Kindergarten – it’s childcare/babysitting.
i dont know much about deleware but in north carolina my nephew was really smart and they let him go into second grade math skills every day and didnt charge him in kindergarten, but my daughters just went to a gifted class once a week. I dont think He shouldnt have to pay now but if hes really giftedhe may have to go to a ptivate school in maybe 5th grade or something.
Yes, actually, in many states if you want the child to attend all day kindergarten instead of part-day kindergarten, you do pay a fee. In my state, it is actually required for them to charge for it unless the child is ‘at risk’. Your friend has the option of having her child enrolled only in traditional part-day kindergarten. She chooses not to. So she pays.
